Abstract: The terms “standards” and “frameworks” are controversial, and subject to differential interpretation throughout the language testing and educational measurement literature. This frequently obfuscates important issues (Davidson et al. 1995: 15). An urgent need for clarity arises because standards-based assessment is increasingly being used by governments and international agencies as policy and accountability instruments (Hudson 2012). Only through transparency can we evaluate contemporary standards-based social practices.
